São Paulo Guarulhos International Airport is a joint civil and military airport with two large runways of 12,139ft (3.7km) and 9,842ft (3km). It has customs clearance and seven Fixed Based Operators with handling agents on site. The airport is the busiest in Brazil with over 37 million passengers annually. A flight permit is required and slots are restricted to a maximum of 45 aircraft movements per hour. The airport has its own highway system: Rodovia Hélio Smidt Highway that connects to the Presidente Dutra Highway and Ayrton Senna Highway.
